Now, the chars =:;()[]{}~!@#$%^ & are possible as well
Fixes #30134

@delvh Allow =:;()[]{}~!@#$%^ & in generic package filenames, I really dislike putting these chars into git commit title, it looks like messy code.

Would it be better in the description?
It should be documented somehow, I don't care which option we choose

In theory the filename doesn't need any restrictions. I just added some limits for convenience. We could also use a list of invalid chars, same as .NET offers for example:
https://learn.microsoft.com/en-us/dotnet/api/system.io.path.getinvalidfilenamechars?view=net-8.0

I added some tests and fixes in 609b986. As a quick fix, I think current approach is good enough. More fixes could be done in following PRs or edit this PR directly.
