It is the same as RegisterReaderHandler, but receives some configuration settings which are needed to correctly encode the TSV. (For now only the Location). issue go-sql-driver#1416

Introduce RegisterReaderHandlerWithEncoderInfo
It is the same as RegisterReaderHandler, but receives some configuration
settings which are needed to correctly encode the TSV. (For now only the
Location).
