Editor drop down menu not in proper place

When I click on Scene, Project ,etc their drop down menu don't appear below them .

Create a dummy project and then click on Scene ,Project etc options that are in top.

I confirm, I experience the same bug on Windows 10. And indeed, it's the same issue as #45740
