Asked by @smix8. This allows disabling the built-in TileMap navigation to avoid conflicts with one baked by the NavigationRegion node.

I labelled this has both a bug and enhancement. It's technically a new feature, but without it, baking using the NavigationRegion node is close to unusable. So I added the "bug" label too.
