Pre transparent compositor effects needs to run later #93960

While this is probably still unused, I noticed I had made a mistake in the mobile renderer as to the timing of the compositor effect when it's set to run before the transparent stage.

It is currently called while within the opaque pass draw list hasn't been ended. It needs to be called after this is the case.
We already make sure merge_transparent_pass is false if this compositor effect has been added so all good.
