Now that the issue tracker is open to issues for go.dev, we will use the go.dev label for issues. Gopherbot should automatically add the "go.dev" label for these labels.

This change updates gopherbot to add the Unreleased milestone for go.dev
issues if they do not yet have a milestone.

Tested locally with dry-run.

Updates golang/go#36749
