  1. Add meltingpot MultiagentDictKeyWrapper support 

    [DM Meltingpot](https://github.com/deepmind/meltingpot) sets the action_spec as a tuple rather than list. By adjusting MultiagentDictKeyWrapper to also support tuples, it can then be used without any other changes.
