Exclude EnterPlanMode in plan mode and ExitPlanMode in all modes except plan mode #18334

What would you like to be added?
EnterPlanMode should not be a tool that the agent can use in plan mode
ExitPlanMode should not be a tool that the agent can use outside of plan mode.
Why is this needed?
It doesn't make sense to have an EnterPlanMode tool while in plan mode and ExitPlanMode tool while not in plan mode
