Ctrl-S to select stopped exiting on any key press

Ctrl-S to exit started only exiting with ctrl-S due to keyboard bubbling priority issues.

We should leverage the keyboard bubbling to make this more robust ensuring that keys like escape and ctrl-C can also be used to exit Ctrl-S mode and that keys pressed with ctrl-S mode don't appear in the input prompt.
