Stuck in plan mode #19395

What happened?
Gemini enter plan mode, then it can't write plan because of policy. it asks me this question:
I am in Plan Mode and trying to write a review plan to the designated plans directory, but the 'write_file' tool is being denied by policy. Would you like me to provide the review results directly in the chat instead?
If i answer no, it asks me another question:
I am unable to write to the plans directory as specified. Every 'write_file' call is denied by policy. Is there another way you would like me to provide the plan?
how am i supposed to answer such question?
What did you expect to happen?
I'm not sure how it is intended to be, so i have no expectation.
