Summary

Update sidebar.json to support multiSidebar plugin in the website.

Closes #19359

Details

The side nav is getting crowded. This change creates a Docs, Reference, Resources, and Changelog tab in the website to help distribute the number of pages we have.

How to Validate

Ran the site locally using updates in the site repo as well as this new file structure and sidebar.json file..
