Match codecs starting with "mp4a" to different Audio MimeTypes
Currently, we are treating all codecs starting with "mp4a" as AAC. However, some codec strings starting with "mp4a" are not AAC format, as should be treated differently. GitHub: #3779 ------------- Created by MOE: https://github.com/google/moe MOE_MIGRATED_REVID=189163517
