Update Bazel rules for incompatible_depset_is_not_iterable in 0.27.0 #27

See relevant bazelbuild/bazel#5816. For now our OSS builds need do set --incompatible_depset_is_not_iterable=false.

Starting with Bazel 0.27.0 --incompatible_depset_is_not_iterable became the
default.

Fixes #27
