In particular, Python 3.13 is not presently listed in the classifiers argument to [`setup`](https://github.com/googleapis/google-auth-library-python/blob/main/setup.py#L66-L82). Lack of this support is preventing updates to Python 3.13 on projects for which `google-auth` is a production (non-development) dependency.
