Chrome on Android does not scroll properly with header #4

The scroll header in the paper demo app does not work properly on the current Android version of Chrome. What appears to be happening is that once the header transitions to the "minified" state, it stops responding to the scroll until the user lifts his or her finger.

Steps to reproduce:

  1. Using Chrome on Android, visit the Scroll Header demo: http://www.polymer-project.org/components/paper-elements/demo.html#core-scroll-header-panel
  2. Scroll down (move finger up on screen)
  3. Notice the header bar stays there, but disappears when you lift your finger.
  4. Scroll up (move finger down on screen)
  5. Notice the bar slides into view, but will leave a large white gap when you get to the top.
  6. White gap disappears and the image appears when finger is lifted.

It should work fine on Chrome Beta for Android.

Will this apply to KitKat WebViews, or will they still have the issue after
Chrome updates?

Should work fine on the current Chrome on Android. Reopen if it's still an issue.
