Update minikube documentation and dev tooling to 1.12 #895

Part of #717.

A couple of notes:

  1. The RBAC mode has been the default on minikube since minikube switched to kubeadm as the default bootstrapper, so I've removed that flag to simplify the instructions
  2. The role binding is no longer required with Kubernetes 1.12+, which is nice as it also simplifies things.
