Added new govcmsui-mixins file to pull out those mixins not specifically associated with Bootstrap. Added the new text-overflow mixin to hyphenate long words that would otherwise overflow. Tested in Chrome (62), Firefox (55) and Safari (9.1.2). Addresses #7.
