[Feat] Show create dashboard link for viewers if at least editor in one folder

Today, if a user has org role Viewer and has at least edit permission in a folder the create dashboard link sidenav and dashboard search are not shown. However if such a user navigate to a folder where they have at least edit permission they'll find a create dashboard button.

To make the experience consistent we should show the create dashboard links in sidenav, dashboard search and manage dashboards page if the user has at least edit permission in some folder.

New property HasEditPermissionInFolders introduced in #11786 should be able to be used for this purpose.
