Bumps dependencies and also adds a dependabot config to bump dependencies weekly. The dependabot config will group all dependencies into a single PR per package ecosystem to try to reduce PR noise.
If everyone is happy with adding dependabot, I will also enable the dependabot security updates for this repo so we'll get those PRs automatically without needing to manually check all of the time.
I also updated the drone signature so the drone pipelines would run automatically.
