What happened:
Whenever teleport is started with -d flag, syslog logging target is reset
to stderr instead.

What you expected to happen:

Logs should still go to syslog even if -d flag is set.

Whenever teleport was started with -d flag,
output target was always overwritten to stderr.

This commit makes sure that target supplied
in the configuration is not overwritten
even in case when -d flag is set.
