Remove the actual migration script from SQLite to PostgreSQL and build/install handling for it.
And also the handling for build/install.
Drop the BACKEND option for sqlite.

The removed elements did support the migration to PG for the previous release.
With the current release we can assume to have PostgreSQL for the migration.
