Draft implementation for #188 ; only the grml-console package side.
Not sure how -full would look like, and there's probably more work to be done here.
Should also rename this repo afterwards, and fork it to grml-etc-core-legacy or so, so we have some place to build grml-etc-core for upgraders from.
