✨ feat: Add two new workflows and configuration files

Description

Add :

• pr title and commit format validator workflow to replace deprecated github action
• workflow to write comments in pull requests
• configuration files for labels, gitmojis and semver with gitmoji

How Has This Been Tested?

Added a script to allow the test of the regex locally fot the string validator
