This is an experimental pull request to see how tox performs for tests as opposed to running numerous VM instances on Travis CI. Additionally this would add the benefit of allowing developers to more easily run the full suite of tests that the integration server normally runs.
So far it looks like it also reduces the running time for tests by an average of 10 minutes.
