This patch fixes the problem that a normal user can't ping without sudo

@guysoft @Salandora and me talked about this on irc and I verified the problem. Pinging as user pi on jessie raspbian is impossible, see also https://www.raspberrypi.org/forums/viewtopic.php?f=36&t=127183&start=25#p853435

Merging this therefore since a working ping without needing sudo is really a core necessity on a networked Linux device.
