2c-terraform 的共用 helm 包升級
根據 GCP 的指引，我們 GKE 上的 K8s 版本為 1.24，需要更新的 API 如下
1.25 後棄用
1.26 後棄用
本次更新的 API
上述 API 皆已包含在 1.24 之中，所以可以安心升級
合併之後根據 Github Action Work Flow 應該是會自動包版，故同時更新版號碼 ->
1.4.1（當前正式環境使用 1.3.1）屆時在用 dev 環境試試看效果。
