Goal:
Add a command to the repository to repeatably self-select applicable changes and run the formatting check over them.

Deliverables:
[ ] Use Custom Gerrit Label to indicate whether the file should be adjusted or not
[ ] Add support for 'bot-format-skip' and 'bot-format-failed' hashtags to allow changes to be excluded from formatting
[ ] Haiku-Format: add support for Haiku header style (and other adjustments)
[ ] Implement that the bot can self-select changes that should be checked for formatting
