Ensure Reconciliation Stops (#2305)

* first pass at halting: got httproute and api-gateway done

* clean up test

* Handle all set for infinite reconcile check

* Add table tests for minimal setup

* Added some odd field names to test normalization is handled correctly

* Use funky casing http routes
