Add a warning if bootstrap-expect-ing with an even number of nodes #1282

This is especially important with just 2 servers, which some people might think is giving them 1 failure tolerance when it actually isn't. A simple warning would help make this clearer.

* Warn when attempting to bootstrap an even number of nodes.  Addresses #1282
* add more detailed warning for two server case
