This reverts commit d260bc0.
This adds tests to verify that calling Add, ContainsOrAdd, or PeekOrAdd with a key that is already in the cache does not trigger an eviction or an eviction callback.

This reverts #135 (commit d260bc0) which is the root cause of #141. This
also adds tests to verify that calling Add, ContainsOrAdd, or PeekOrAdd
with a key that is already in the cache does not trigger an eviction or
an eviction callback.
Resolves #141, closes #152.
