Description

Redshift cluster acceptance tests fail in GovCloud because the AZs are hardcoded for us-west-2.

E.g.

testing.go:684: Step 0 error: errors during apply:
Error: InvalidVPCNetworkStateFault: Cluster subnet group default doesn't cover the AZ specified.
