[Enhancement]: Addition of Valkey to aws_elasticache_user and aws_elasticache_user_group

Description

Right now, we can only use Redis here, despite in the console we can create them for Valkey.

Hence, it would be terrific if we could add this.

current Tf provider for aws version 5.80 doesn't support this hence its a bottleneck for valkey implementation and uses.
