Add AWS S3 inventory configuration support

Amazon added a new S3 API to configure a new "inventory" feature in November 2016:

This API should be supported by the AWS provider.

A new aws_s3_bucket_inventory resource has been merged in via #5019 and will release with version 1.26.0 of the AWS provider, likely middle of next week. FYI, it currently does not support SSE-S3 due to an upstream issue with the AWS SDK. Someone can feel free to create a new enhancement issue to track the implementation of that support 👍
