Add maxUsableWorkstations to google_workstations_workstation_config resource

Description

According to the Google Cloud Workstation API reference, there is a new field in the WorkstationConfig object to add a limit the number of Cloud Workstations a user can create.

maxUsableWorkstations is a integer to fix the maximum number of Cloud Workstation a user can create.

Currently, this field is missing from the related Terraform resource.
