Feature Request - lease count quotas

Hi

I may be missing something, apologies if I am.

But would it be possible to add the ability to set lease count quota's.

I see there are rate limits https://registry.terraform.io/providers/hashicorp/vault/latest/docs/resources/quota_rate_limit
