There's no way to change this field in the API currently, so ForceNew is correct.

Fixes #13820 and #13821.

If this is deleting and recreating the forwarding rule, does that create a new IP address if none is specified?

That's too bad. Makes it more difficult to update these forwarding rules in production. Thanks for getting back to me.
