I'm getting the following error:

% terraform plan
dme_record.xxx: Refreshing state... (ID: xxx)
Error refreshing state: 1 error(s) occurred:

* 1 error(s) occurred:

* Couldn't find record: Unable to find record 22011784

I guess this could be correct, but I wouldn't expect Terraform to fail hard in that case?

If I remove the record from the tfstate file, I get the following error:

% terraform push
Failed to read state: Unknown refresh result: Local and remote state conflict, manual resolution required

Again correct, since I host the state on the Atlas platform, but I am unsure how I can manually tell Terraform to force push the local state.
