provider/aws: EIP not noticing it has been unassigned from an ENI

For this resource:

resource "aws_eip" "my_test_eip" {
  vpc = true
  network_interface = "${aws.network_interface.my_test_eni.id}"
}

If an aws_eip is manually unassigned from a network interface or from an instance - Terraform will not notice this.
