[Fastly] Add ability to associate a healthcheck to a backend

Health checks were supported to add to a Fasty service , but the ability to associate one to a backend was not added. Moved the order of operations since a health check needs to exist previous to the backend that will reference it. Also reordered where the healthcheck schema is in the code so it's consistent with the order of operations in the service update for readability.
