Please let me know if anyone sees any issues with these changes. I was able to get all tests working except for the volume attach test as described in #1830. I'm interested in learning if/how I can get this test to work.

I verified the tests against a devstack environment running OpenStack Kilo (the latest stable release). The build instructions for the environment can be found here (the deploy.sh script being the highlight).

This looks great @jtopjian - thanks so much for cleaning these up!

Those build instructions are also really helpful. I'm wondering if we could get them in the repo somehow. Maybe we start tossing developer-focused READMEs in the root of each of the provider subdirs?
