provider/aws: Document cloudwatch_event_target required SNS and lambda permissions #6041

In order to avoid confussion for the users of cloudwatch targeting SNS and lambda (see #6025) add documentation for aws_cloudwatch_event_target to warn that in order to be able to have your AWS Lambda function or SNS topic invoked by a CloudWatch Events rule, you must setup the right permissions using aws_lambda_permission or aws_sns_topic.policy.
