Allow hie-bios 0.16 for HLS 2.11

Due to changes to cabal-install, bindist releases of HLS 2.11 will be incompatible with cabal 3.16.

hie-bios-0.16.0 fixes this, and has the same API as hie-bios-0.15.0, thus we can fix the hackage release to allow hie-bios-0.16.0.
