With multi-components, if component A depends on component B, and we initially
load and index component B, names from B will be indexed under "fake_uid". However,
next time we load component A, names from B will be under a proper, non-"fake_uid".
This makes searches in the database fail.
To fix this, if the first query fails, we search again without specifying a unit id.
This may make results more inaccurate in rare scenarios involving collision of both
module and OccNames from that module.
