Remove MONODIFF

MONODIFF was for a very specific use-case that can be solved differently with some Bash in a step and a conditional buildkite-agent upload of an inline step definition.

Unfortunately on large diffs, the assignment of MONODIFF was causing command-too-long type errors that'd fail the build.
