BDC studies can be categorized into programs as per either their
tagsfield (fewer but larger programs) orauthzfield (more but smaller programs). This PR adds aProgramcolumn to the BDC IDs CSV file using the programs from theauthzfield. The--group-byargument can then be used inbin/get_dbgap_data_dicts.pyto group the output files by thisProgramfield.
