Add BigDL LLM backend.
Support CPUs and GPUs using 4 bit.
Intel ARC GPUs needs to downgrade to IPEX 2.0 and OneAPI 2023.2 to use BigDL with GPU support until BigDL starts to support OneAPI 2024.
