We have in Switzerland Swiss specific religions coded. We derived an ch-core religion Extension which is a constraint on the hl7 religion extension and provide an new ValueSet which includes the Swiss religion ValueSet and the original ValueSet. We provide a Concept Map, how the religions map (two of the concepts are equivalent, the others not).

HL7 Austria @Reinhard Egelkraut challenged our approach, see HL7Austria/HL7-AT-FHIR-Core-STU3#5

We have overlapping codes between the eCH religion Codes/ValueSet and the international hl7 v3 ValueSet, according to grahame overlapping codes are a problem. therefore we need do decide if we base on the eCH religion codes and define it as extensible or the other way round.

Following possiblities:

  1. Own extension, just based on eCH ValueSet (includes translation), provide ConceptMap
  2. Constraint on international extension, remove equivalent codes from eCH ValueSet, but then translation is missing from that ValueSet
