Change description

• Extend User Management API V2 with an endpoint for searching for a user by their SSO details
• Extend User Management API V2 with an endpoint for linking a user to an Identity Provider
• Extend User Management API V2 with an endpoint for unlinking a user from an Identity Provider
• User Management API V2: Do not allow for SSO details to be updated through the endpoint for updating user details
• Upgrade Java to v21 
• Upgrade Spring Boot to v3.3.3
• Other dependencies upgrades
