Investigate and correct faulty/missed detection of pre-release versions from the SEMVER version number format.

v1.15.7-pre1 of the extensions library was created and improperly marked as the 'latest' release: https://github.com/hms-networks/sc-ewon-flexy-extensions-lib/releases/tag/v1.15.7-pre1.

Due to the release of v1.15.7, this is no longer an active concern on that repository, but the automation needs to be corrected, if necessary, to prevent future pre-releases from being erroneously marked as the 'latest' release instead of a 'prerelease'.

Update release-build-outputs.yml

Updated the release (build outputs) workflow
to correct a bug which was causing releases
to not properly be marked as a release or
pre-release.

The header of the workflow file was also
updated accordingly.

fixes #59.
