function writeAnnotation, description can`t be chinese(utf_8)

When call the function writeAnnotation, the description is utf_8 encoded (中文测试八个字). The real annotation in file is all 0x2e

is this the original file before re-saving with pyedflib?

I commented similar issue at #98 .
There was a problem with an external C library EDFlib and I checked the latest version of the library and this problem has not been resolved. I'll give it a try to see if I can fix it.

The fix was actually fairly simple :) should work now, if you install from master. Will make a new release ready soon.
